CEON/CEES is a virtual R&D institute, acting as a S&T observatory.

Pulls together experts from various Serbian institutions in a non-for-profit organization to develop informetric methods and databases intended for the evaluation, as well as for promotion of research results produced in Serbia. Works on integration of the national system of S&T information and its harmonization with EU standards. Is pleading for public, data-based, and non-arbitrary evaluation. Supports, promotes, and is practicing Open Access to S&T information.

Proceedings of the Fifth Belgrade International Open Access Conference published

The proceedings is available Open Access at http://boac.ceon.rs/index.php/BOAC/12/schedConf/presentations in both PDF and HTML formats.

Journal Bibliometric Report (JBR) for 2012 was published. In accordance with the contract between the Ministry of education, science and technological development, until further the access is provided only to the Ministry and its bodies.

The results of this action ad hoc research by CEON/CEES disclosed manipulations with citations in the two Bosnian WoS/JCR journals. In this "enterprise", a large group of authors from Serbia is involved in the most direct way.

Collecting signatures for a petition to the Minister of Education, Science and Technological Development has started. The minister is urged to provide legal and ethical integrity of the system of evaluation of researchers.

Fifth Belgrade International Open Access Conference held

A three-day conference gathered more than hundred visitors. Participants had an opportunity to listen to the three invited lectures and about two dozens of presentations including two seminars/workshops.

Fifth Belgrade International Open Access Conference began in the National Library of Serbia in Belgrade. The conference is dedicated to the quality of scientific journals published in developing countries and/or countries in transition.
