CEON/CEES is a virtual R&D institute, acting as a S&T observatory.

Pulls together experts from various Serbian institutions in a non-for-profit organization to develop informetric methods and databases intended for the evaluation, as well as for promotion of research results produced in Serbia. Works on integration of the national system of S&T information and its harmonization with EU standards. Is pleading for public, data-based, and non-arbitrary evaluation. Supports, promotes, and is practicing Open Access to S&T information.

SCIndeks e-Ur service became operational

e-Ur is based on the Open Journal Systems (OJS), an open source platform developed within the Public Knowledge Project (PKP) which is used worldwide. CEES version is thoroughly adapted to the needs of local users and strengthened with services dedicated to the quality control and assurance of research articles.

The current version of e-Ur provides:

online submission of articles and tracking of review process;
online communication between editors, members of the editorial boards, authors and reviewers;
online payment of article processing charges by authors or their affiliated institutions;
subscriptions to non-Open Access journals;
optional publishing of electronic edition of the journal;
automatic transfer of metadata to SCIndeks and other databases that support international protocols for data transfer;
the availability and searchability under SCIndeks of full texts of all journal articles;
CrossRef: assignment of numerical identifiers (DOI) to assure greater visibility and accessibility of journal articles;
CrossCheck: control for originality of submitted papers, to prevent plagiarism and duplicate publications;
KWASS: automatic extraction of keywords from disciplinary thesaurus/dictionary of choice, as well as their selection (accepting or declining) by authors and/or editors; and
online-first publishing.
